Understanding Toy Safety Standards for EU and US Markets
EN71 is the European Union toy safety standard. ASTM F963 is the United States standard. They cover similar areas but with different thresholds. A toy passing one does not automatically pass the other.
EN71 Structure
EN71-1: Mechanical and physical. EN71-2: Flammability. EN71-3: Chemical migration. Most toys need all three parts.
ASTM F963 Structure
Single comprehensive standard covering materials, heavy metals, sound limits, small parts, magnets, batteries, drop test, sharp edges.
Key Differences
US drop test height 1.37m vs EU 0.85m (US stricter). US sound limit 100dB vs EU 110dB (US stricter). EU chemical migration test covers more elements (EU stricter).
Testing Costs 2026
EN71-1+2+3: USD 800-1,200. ASTM F963 full: USD 700-1,200. Both markets combined: USD 1,800-2,500. Labs: SGS, Bureau Veritas, Intertek, TUV.
